Watch & Listen to Raptors Games Locally
All Raptors games air locally on Canadian TV networks SportsNet One, TSN and TSN2. SportsNet One and TSN stations split coverage of the 82 regular season games, airing 41 games per. Both networks also offer a standalone streaming service but it's only available to those living in Canada. If you live in the US you'll be restricted to just watching nationally broadcast Raptors games (airing on either ESPN, ABC, TNT or NBA-TV) unless you subscribe to NBA League Pass.
TSN and TSN2 are available on DirecTV in the US with a Choice plan or higher. But only if you live close enough to the Toronto area. Otherwise contact your cable provider to see if they currently offer an option to pay extra to get either SportsOne or TSN/TSN2. Packages and availability change often.
Sportsnet's The Fan and TSN Toronto cover the Raptors local play-by-play radio. You can listen to these stations online outside of Toronto area but live games don't broadcast online, only on terrestrial radio.
For online radio consider a one-time purchase of NBA Audio Pass. $9.99/season gets you access to a full season's worth of live play-by-play, for all teams, including home or away broadcast options.

TV Broadcast Crew for the Raptors
Matt Devlin has been the Raptors play-by-play announcer since 2008. He's known for his Toronto-specific catchphrases; instead of saying a 3 is hit from 'downtown' Devlin would say 'he hits it from Mississaugi!' or 'from Halifax!'. Matt has been announcing NBA games since 1999.
Jack Armstrong and Leo Rautins join Devlin in the booth with color commentary. Armstrong has been a part of the crew since 2000 and is also known for his catchphrases, "Helloooo" and "Get that garbage outta here". And Rautins has been a Raptors broadcaster since 1995. Before that he played in the NBA and European pro leagues for 10 years.
Eric Smith covers the sideline reporting for TV broadcasts for all Raptors games. But his primary job is radio broadcasting on Toronto's Fan 590, one of the Raptor's flagship radio stations.
